Andy joined Citizens Advice in April 2021 as Principal Economic Regulation Specialist. He leads the Energy, Networks and Systems team. The team seeks to ensure that consumers receive the services they require from the energy network companies at good value for money, and that the energy system works well for consumers. Andy sits on the Ofgem Challenge Group that assesses network companies’ business plans.

Caroline is the Citizens Advice Representative for the BSC Panel. She is an energy industry expert with a strong consumer focus having previously worked within the Energy Networks and Systems team at Citizens Advice for over 5 years.

Caroline has served on industry code panels and bodies including Smart Energy Code Panel, Marketwide Half Hourly Settlement Programme Steering Group, multiple Electricity Distribution Customer Engagement Groups, Open Networks Challenge Group, and the South East Water Customer Challenge Group. She has also worked with local Citizens Advice in consumer-facing and management roles, and was a director of credit in investment banking prior to her consumer roles.

Derek W. Bunn is an Independent Panel Member and Professor of Decision Sciences at London Business School. He is author of over 200 research papers and books in the areas of forecasting, econometrics, decision analysis and energy economics, he has been Editor of the Journal of Forecasting since 1984, a previous Editor of Energy Economics, and Founding Editor of the Journal of Energy Markets.
